Monitoring and Evaluation of Local Content in the Offshore Industry

The Local Content Development Office should be assigned the following tasks to promote and evaluate local content objectives and plans:

  • Establishing a methodology for determining the percentage of local content in goods and services acquired or supplied in Suriname (see example below)
  • Establishing a mechanism to address violations of regulations as well as a list of sanctions for such violations
  • Inspecting facilities, documents, books, records, contracts, invoices, and other information related to procurement and payments to (non-)local suppliers and employees
  • Evaluating performance reports by multinationals containing KPIs, results, etc.
  • Evaluating the reporting of each partner, contractor, subcontractor, or other affiliated entity of the operator
  • Investigating claims of misrepresentation
  • Ensuring efficiency and low transaction costs to drive local content
  • Advising and supporting local TVET programs at various levels
  • Assisting with safety, environmental, and financial compliance
  • Ensuring transparency in the process of sourcing goods and services
  • Actively facilitating international technical partnerships
