Article 32. Local Content
32.1 Preference for Materials Produced in Suriname
In the acquisition of installations, equipment, supplies, and services for Petroleum Operations, the Contractor shall give preference to materials, services, and products produced in Suriname if these materials, services, and products can be delivered at prices, qualities, delivery dates, and other commercial terms that are equal to or more favorable than those at which comparable materials, services, and products can be delivered elsewhere. A list of local purchases must be submitted to Staatsolie every quarter.
32.2 Purchase of Materials and Services
All purchases will be made in accordance with the relevant provisions of the Accounting Procedure.
32.3 Personnel during the Contract Period
32.3.1 Employees Priority for Surinamese Citizens
The Contractor and its Subcontractors shall, to the extent possible, give priority to Surinamese citizens in all aspects of Petroleum Operations. For this purpose, the Contractor shall submit a report to Staatsolie along with each Work Program & Budget, listing the number of individuals and the required professions and technical capacities that the Contractor plans to hire within the next calendar year.
32.3.2 Quarterly Reporting of Local Hires
A list of the number of local hires by the Contractor and the Subcontractors and the corresponding job titles must be submitted to Staatsolie every quarter.
32.4 Local Enterprises
The Contractor and its Subcontractors shall, to the extent possible, give preference to local companies in Suriname (including companies established in Suriname) to perform work for, supply materials to, or provide services to, the Contractor by ensuring access to all invitations to tender and by including a weight on added local value in the criteria for tender evaluation.
Prior to the commencement of each contract, the Contractor shall provide Staatsolie with all necessary information regarding each Subcontractor, including an executed copy of each contract and related agreements. The Contractor shall submit to Staatsolie a list of Subcontractors involved in its Petroleum Operations twice per calendar year.
32.5 Training for Citizens
32.5.1 Effort for Training
The Contractor will make an effort to train citizens of Suriname with regard to its Petroleum Operations, including technical, administrative, managerial, and leadership positions. The costs for such training under this Article shall be considered as recoverable costs.
32.5.2 Implementation of Training Program
The Contractor will implement a training program for citizens of Suriname in the Petroleum Operations. The Contractor will provide Staatsolie with full details of such training programs.
32.6 Reporting
Each calendar year, the Contractor will provide Staatsolie with a report demonstrating the evolution of local content involvement in its Petroleum Operations, as well as an action plan to increase the level of Local Content.
