Social Responsibility Investments Report 2023
As the regulator of petroleum operations in Suriname, Staatsolie Hydrocarbon Institute N.V (SHI) strives to maximize the value for the Surinamese society at large by also monitoring and guiding its Contractors Social Responsibility Investment Obligations as stated in the Production Sharing Contracts (PSC’s). This report reflects the commitment of the Contractors to transparency and social responsibility, showcasing their contributions made towards the betterment of local communities, sustainable development, health and welfare of the people of Suriname.
SHI monitored 12 PSC’s in 2023. All Contractors have the obligation to allocate a minimum amount for social responsibility and community development programs annually. To this end, they propose programs of social responsibility and community-based development in areas like education, health, capacity building, local content development, sport and community development.
The project proposals go through the following process:
- Contractor identifies project
- Contractor submits project proposal for approval
- Upon approval, project is executed and the process is monitored by SHI
- Upon completion, the Contractor submits a close-out report including project results, actual costs and payment documentation
I. 2023 SOCIAL RESPONSIBILITY INVESTMENT FOCUS
Each Contractor has its own philosophy and vision in defining its target areas and strategies for making positive social impacts. With the upcoming oil development, Staatsolie Maatschappij Suriname N.V. endorsed two main projects and together with the Contractors jointly contributed to the upgrading of a technical and vocational institute and a supplier development program.
A total amount of USD 1.5 M has been approved in 2023 on the following focus areas:
- EDUCATION: $765,000
- HEALTH: $353,000
- CAPACITY BUILDING: $210,000
- LOCAL CONTENT: $77,000
- SPORT: $60,000
- COMMUNITY DEVELOPMENT: $19,000
Education
Fostering knowledge and skills is pivotal in creating empowered and thriving communities. Through strategic initiatives and partnerships, targeted investment efforts were dedicated to advancing education initiatives and supporting programs that empower individuals of all ages to reach their full potential. The commitment to education is an investment in the future and has a profound impact on individuals, communities, and society as a whole.
NATIN (Natuur Technisch Instituut)
- Upgrade Phase 1 – Designing and Implementing an oil and gas stream, updating of selected curricula and strengthening of the institute
With the ongoing developments in the offshore oil industry in Suriname, the need for employees with specific expertise in the Oil and Gas industry is now more than ever a high priority on the agenda of the government. Staatsolie Maatschappij Suriname N.V. as the leading authority for Suriname in this industry endorses this priority and initiated the implementation of an Oil and Gas stream at NATIN and the curricula of the Mechanical stream, Electrical stream and Process technology will be upgraded to ensure a sustainable investment together with strengthening the structure and processes.

- Upgrade of structures – Asbestos Management Survey
As the campus faces a health hazard as practice rooms and office buildings are covered with loose and damaged sheets or plates of asbestos it was essential to conduct a comprehensive asbestos management risk assessment and management survey. This was necessary to be able to continue with the NATIN phase II renovation project which will include urgent renovation works in relation to the removal of asbestos in buildings on NATIN premises and the renovation of the buildings.

ADEKUS – MSc. Petroleum Geosciences and Engineering
In response to the recent oil discoveries in offshore Suriname, the Anton de Kom Universiteit Suriname is offering a 3-year interdisciplinary master’s degree in which petroleum geology and engineering are central, with a choice of one of the specializations: petroleum geology, petroleum engineering, and offshore engineering. Students will master a combination of geosciences and engineering for the specific needs of petroleum exploration and production. This program aims to qualify Surinamese students, developing qualified future personnel as the Oil and Gas industry expands, as well as to enable future increased recruitment of qualified Surinamese.

Huber Stichting – Renovation of facility in Paramaribo
The foundation stimulates integration and emancipation of neglected, orphaned and children with multiple disabilities. The guidance takes place based on an individual plan and personal needs. The surrounding buildings for the support services like laundry, technical service, and accommodation for interns/volunteers of the facility in Paramaribo needed renovation.

Health Care
Health is a fundamental pillar of sustainable well-being and healthy communities are the bedrock of prosperity. The Contractors have shown their commitment to health through collaborative partnerships, community health projects and the contribution of equipment.
‘sLands Hospitaal – Upgrading the steam sterilization equipment of the renovated Operating Room
The main expected outcome is having safely and accurately sterilized material used in the Operating Rooms according to high international standards in the efforts of Infection Prevention and Control.

Academisch Ziekenhuis Paramaribo
- Upgrading the Trauma/Emergency Room stretchers for the Emergency Room
As the main Emergency Room in Suriname and the 24/7 traffic of patients, the need for fully equipped Trauma/Emergency stretchers was imminent.
Contribution: PETRONAS – USD 78,000
- ICT Support Emergency Room
As part of the bigger renovation and upgrade of the hospital, this request was to provide IT hardware & infrastructure to automate data of patients from intake/triage at the Emergency Room to treatment.

Sint Vincentius Ziekenhuis – Upgrading of the X-Ray Department
With the aim to pursue the best, high-quality, safe, and qualitative imaging to provide radiological services to meet the ever-increasing need in Suriname, the expansion and upgrade of the X-Ray department was urgently needed.
Contribution: PETRONAS – USD 110,000
Perinatal community resilience through sustainable capacity building in the midwives workforce in Nickerie, Suriname.
The project’s goal is to strengthen perinatal health in pregnant women living in Nickerie, Suriname, through building sustainable capacity and advancing the health and public health workforce development among midwives living and working in the district.
Contribution: ExxonMobil – USD 25,000
Stichting Lobi – Enhance service delivery from the Nickerie Clinic
The outcomes from the activities under this project are to have enhanced clinic facilities with a humane and friendly waiting environment, strengthening the client medical administrative infrastructure, increasing access to services by implementing outreach programs in remote areas of Nickerie, and sensitize and empower the youth through sexual education sessions.

Lions Suriname – Eye Mission 2024
The project is aimed to provide free eye screening services and recycled glasses to people in Paramaribo, Wanica, and Brokopondo. This project is to continue the fight against preventable blindness by increasing access to eye care services in Suriname through sustainable partnerships.

1.3 CAPACITY BUILDING
Another important area the Contractors are focusing on is providing and supporting capacity building activities, training, and programs which seek to improve development of the youth, young entrepreneurs, and groups to ensure their future sustainability.
Ministry of Agriculture, Animal Husbandry and Fisheries – Strengthening fisheries research through biomass studies of target species and monitoring of fisheries ecosystem impacts.
The objectives are to strengthen fisheries data collection for assessment of the status of the main commercial fisheries stocks and monitoring of the wider environmental impact on fisheries. The project will improve the capacity of the Surinamese government to monitor the status of the commercial fish stock. To do so, the field data collection at the fishery landing site across the different fishing communities will be expanded and intensified.

Stichting RUMAS – Providing ICT equipment to support the students IT knowledge
The foundation provides guidance, technical vocational education and training, skills development, and job replacement services to derailed youth while promoting nonviolence.

CELOS (Center for Agricultural Research in Suriname) – Agroforestry Model for Brownsberg women farmers
The CELOS agroforestry model will be introduced to the group of women of Brownsberg “Stg.Tu Maw” in the Brokopondo district. Agroforestry will contribute to a sustainable livelihood and landscape of the hinterland. Agroforestry is an alternative for shifting cultivation systems.

STICRIS Women Shelter – Vegetables farming setup and training of the residents and adopting of four apartments.
At STICRIS, accommodation and shelter are offered to about thirty women and their children in crisis. With the gardens, the residents will be trained in growing their own vegetables which will also reduce the operating costs and result in healthier meals for their residents.

Women’s Economic Empowerment
This initiative is targeted to establish and empower a cohort of emerging Surinamese women leaders from the business and non-profit sectors. The workshops will enhance women’s entrepreneurs and civic leaders’ skills in strategic planning and organizational development using a proven Business Canvas model and financial sustainability approaches.

Basic Offshore Induction Emergency Training (BOSIET)
Five Marine Mammal Observers of the Green Heritage Fund, who promote sustainable development, conservation, and wise use of nature and natural resources in a country with the coastal zone and marine arena as the main intervention area, will gain knowledge on how to respond effectively and appropriately to emergencies offshore.

1.4 LOCAL CONTENT
Investing in local content not only fosters the local business society but also serves as a catalyst for long-term social and economic development. Staatsolie has initiated, with the support of the Contractors, supplier development and workforce development programs as they are essential in strengthening local content.
Bluewave Supplier Development Program
The objective of this program is to increase local supplier availability and utilization, create a more competitive and mature supply market, and to generate additional employment for national citizens. Twenty-five companies participated in the program that consisted of workshops, guidance, and tools to help them understand the international standards required by major corporations and to develop them to compete for higher added-value business opportunities.

1.5 SPORT
As sports play a pivotal role in shaping cultures, fostering unity, and inspiring individuals, efforts are being made to renovate a sports hall to continue with the sport and education activities of the respective communities.
Stichting Tammenga Creation
Renovation of Tammenga Sporthal and two buildings, one of which consists of toilets, changing/shower facilities and on the ground floor office spaces. The hall is used by local youth and students from three schools in the Tammenga community where they practice sports like futsal, basketball, volleyball and an area where capacity building training classes are provided.

1.6 COMMUNITY DEVELOPMENT
Community development is a collective journey towards enhancing the well-being of individuals and communities. The initiatives and collaboration will create a positive ripple effect.
Korps Suriname Verkeersvrijwilligers (KSV) – Road Safety “Responsible Driving”
One of the goals of the Ministry of Justice and Police is to reduce the number of traffic accidents and personal injuries, and through its traffic department they implement special educational programs and information campaigns to prevent serious traffic violations. This initiative aims to support traffic safety awareness and education by producing infomercials containing relevant and specific aspects of selected streets with high rates of traffic incidents.

Jodensavanne – Upgrade of water installation and renovation of the archaeological camp site.
Jodensavanne is a national, collective, and common heritage with many narratives dealing with its history. The site was designated a national monument in 2009 by the national government and for its unique significance as cultural heritage it is enlisted as a World Heritage Site of UNESCO (The United Nations Educational, Scientific, and Cultural Organization). The Jodensavanne Foundation, responsible for the site, has launched a program to enhance the visitor’s enjoyment of the archaeological site where the water supply system and the entrance to the campsite will be restored.

II. OVERVIEW OF OBLIGATIONS, APPROVED EXPENDITURES AND BALANCE
The table below shows an overview of the Obligations, Approved Expenditures, and the Balance of the current Production Sharing Contracts as of the end of December 2023. The Balance/Carryover to 2024 is pending any outstanding closeout reports of the approved projects.
