Local content strategy: A guidance document for the oil and gas industry (1st edition)

October 2011 – Many oil and gas producing states are introducing requirements for ‘local content’ into their regulatory frameworks. These requirements aim to create jobs, promote enterprise development and accelerate the transfer of skills and technologies. Local content has therefore become a strategic issue for the oil and gas industry—presenting both challenges and opportunities. This guidance document is based on Ipieca members’ efforts to develop good practice in managing local content. It is aimed at practitioners and other company representatives with responsibility for this objective.

Ipieca has also developed a second edition of the guidance, Local content strategy: a guidance document for the oil and gas industry, which provides additional content on aspects of local content strategy beyond its focus on supplier development, and aims to help practitioners realise the potential value of local content and create shared value through local content development.

In April 2016, a 2nd edition of the guidance was published which builds on the 1st edition. The 2nd edition has two aims:

  1. To offer oil and gas companies practical advice on how they can realize the potential value of local content; and
  2. To offer all stakeholders suggestions on ways to help create shared value through local content development.
