Navigating Opportunities, Risks, and Sustainability: The Critical Call for Suriname’s Dedicated Ministry in the Oil and Gas

Opinion: Why Suriname urgently requires a dedicated Ministry for Oil and Gas

Suriname finds itself at a historical crossroads due to the discovery of high-quality hydrocarbons in its offshore area. This exciting development has the potential to generate significant revenue and boost Suriname’s economy. Nevertheless, the establishment of a dedicated Ministry for Oil and Gas Affairs is crucial to responsibly and sustainably manage these valuable resources.

This ministry should play a key role in overseeing the emerging oil and gas industry in Suriname. Here are some reasons why such an entity is essential:

  1. Supervision and Regulation: The oil and gas industry is complex and risky, with significant stakes involved. Effective oversight and regulation are crucial to ensure that companies adhere to the right standards in terms of safety, environment, and taxes. A specialized ministry can perform this task more efficiently and with greater focus than if it were under a ministry with a broader mandate.
  2. Revenue Management: The exploitation of oil and gas resources can generate substantial income for a country. A separate ministry can be responsible for collecting royalties and taxes from oil companies, ensuring that these revenues are managed in a transparent and accountable manner. This is crucial for increasing the prosperity of the population and reducing poverty.
  3. Technical Expertise: Oil and gas projects require in-depth technical knowledge and skills. A specific ministry can attract and develop experts to ensure that the exploration, production, and refining of oil and gas meet the highest standards. This promotes both efficiency and safety.
  4. Environmental Protection: The oil and gas industry can have a significant environmental impact. A separate ministry can implement stricter environmental standards, monitor environmental impact assessments, and ensure that companies are held accountable for any pollution or damage. Monitoring and protecting the environment are of the utmost importance.
  5. Social Responsibility: The industry also has social implications, such as land use, employment, and local development. The ministry can establish programs to address these issues and ensure that the local population benefits from the presence of the industry.
  6. Policy Coordination: Oil and gas projects affect various sectors and government agencies, such as energy, finance, and the environment. A separate ministry can act as a coordinator to facilitate policy and collaboration between these entities.

It is also crucial for Suriname to learn from other countries where poor management of oil revenues has led to the squandering of wealth and economic instability. Suriname must ensure the establishment of a specialized ministry overseeing the prudent management of oil revenues.

This ministry should consist of expert technocrats and not be led by political loyalists. Selecting administrators based on expertise and professional qualifications, rather than political considerations, ensures an impartial, efficient, and effective approach to managing the oil and gas industry in Suriname.

In summary, the establishment of a separate ministry for oil and gas affairs is vital to secure Suriname’s promising future as an oil producer. It will help ensure the responsible and sustainable use of these valuable resources, benefiting the entire population of Suriname and future generations.

Everything outlined so far would be feasible in a Suriname with good governance and efficient policies. However, I want to introduce a nuance by stating that we are struggling from the government’s perspective to effectively manage these crucial matters. The creation of a strong and independent oil and gas institute is therefore also a possibility. An important point is that the salaries and benefits for experts may not easily fit within the current compensation structure of the government. Deviations from this structure will likely pose accounting challenges. Moreover, this may lead to discussions about why they would deserve more than the minister, vice president, or president. An institute should enable Suriname to harness the expertise of technocrats without the complex political and financial issues associated with a ministry.

Such an institute can focus on promoting transparency, accountability, and sustainable management of the oil and gas industry, thus safeguarding the interests of the Surinamese people in the long term. While the establishment of a dedicated ministry is an option, we must carefully consider the ideal conditions for it to function. It is an opportunity to make wise decisions and ensure a prosperous future for Suriname.
