What is the Multi-Year Development Plan?

According to Article 40 of our Constitution, the government is required to have a “Multi-Year Development Plan” approved by the National Assembly through law.

This plan is developed by the Suriname Planning Foundation (SPS) and aims at promoting socio-economic development and a socially just society.

MOP 2017-2021

In the development plan from 2017 to 2021, the term “Local Content” was not mentioned at all.

MOP 2022-2026

In the revised development plan from 2022 to 2026, the term “Local Content” appears a total of 31 times, and two specific strategic actions related to the development of Local Content are described.

These strategic actions are:

  1. enacting Local Content legislation and
  2. establishing a Local Content Development Office
    • This office must be well staffed
    • Provided with necessary resources and technology
    • Detailed plans must be developed for effective implementation
    • Training programs must be developed for skill-building
    • Continuous evaluation and monitoring of progress must be conducted

Additionally, one of the strategic actions for communication and technology is:

  • A system of incentives must be established to encourage organizations to host local content in Suriname.
